Report by Badal Tah; Rayagada: To recognize the outstanding works carried out by the States, Districts, Blocks, organizations and Individuals in implementation of various Programmes of the Ministry of Rural Development for poverty alleviation and to instill healthy competition among them for better implementation and performance in future, the Ministry of Rural Development organized a National Awards Function on 11th September, 2018 and 228 awards were given by Union Minister for Rural Development, Shri Narendra Singh Tomar.
On behalf of Rayagada, Collector Guha Poonam Tapas Kumar, IAS received the appreciation from Sri Tomar and Sri Amarjeet Sinha, Secretary, Rural Development, GOI for effective implementation of Mahatma Gandhi National Rural Employment Guarantee Act(MGNREGA), one of the flagship programmes of GOI. This award has been primarily given to promote social harmony, spread awareness about pro-poor initiatives of government and reach out further to poor households.
There are eighteen numbers of awards in the category of effective implementation of MGNREGA out of which Odisha has bagged two: one for Rayagada and other for Kandhamal. In fact, Odisha has stood third as far as transparency and accountability in MGNREGA is concerned. In Geo-MGNREGA initiative Boudh district has also been conferred with 3rd prize. Hatitota GP of Polasara block in Ganjam district has been awarded for best performing GP in MGNREGS. So, out of 228 awards, Odisha has been able to win four.
During Guha’s regime for last two years, a few other laurels have been conferred on the district under her leadership like best performance in the state for rehabilitation of persons with disabilities(PWDs) & Gramin Awas Yojana.
“We are extremely proud for the national level appreciation conferred on the district under the leadership of Collector. The team under her has to fulfil other challenges like Geo-MGNREGA, Block level GIS Supervisor award, GP level MGNREGA Spatial Enumerator Award, effective initiative by Gram Rojgar Sewak in MGNREGA Administration Award, etc”, said Sri Bijaya Mishra, an expert on MGNREGA.
As usual Guha, though feels happy & encouraged after receiving the award from GOI, is not contended. She says that she still has miles to go. All her services need to reach the last person in the poverty pyramid. On the eve of 124th birth anniversary of Santha Vinoba Bhabe, the first disciple of Gandhiji and propounder of Gram Swaraj-Village Self-reliance, Guha receiving this award is a red letter day for the district. With this pro-people attitude, a lot many laurels await on her way.
