Report by Badal Tah; Rayagada: It is almost 10 PM on the eve of Dasahara. Dr. Sarvana Vivek M, IPS, SP, Rayagada calls a press meet. At the first instance, this correspondent thought of lackadaisical attitude of a top cop at late night; but like a book can not be judged by its cover, the myth carried by many of the correspondents including this about Sarvana got exploded when they came to realise the fact. Yes Sarvana is ever alert and worried about a law and order situation in the district. Reason: Communal disharmony. Hatred got spread through a viral video posting in social media by a few youths led by Sri Agasti Garada from Panchali village of Kashipur block. The video depicted burning of photographs of Hindu deities terming them to have reached expiry date. Those youths shouted slogans Jai Bhim and were seen worshipping a photograph of Dr B R Ambedkar at the same spot where Hindu deity photos were set ablazed using kerosene and dried twigs. Getting a tip off from a complainant, Sarvana called a press conference in his office and requested the scribes to spread a message through different media including social media not to forward this video, which might provoke communal disharmony. The culprit Garada was arrested and forwarded to court. And the matter ended there.
“The culprit neither understands the ethics of Dr Baba Saheb Ambedkar nor the spiritual and religious essence behind deity worship by Hindus. Ambedkar was an epitome of secular values and an adorer of mutual respect. It was an emotional upsurge of a perverted mindset to disrespect Ambedkar through this heinous act. It could be the projection need of that person having a vested interest. SP has taken a right decision at a right time to contain the hatred”, said Bidulata Huika, a tribal woman leader of this region.
As a part of Mo Sarkar and 5Ts promulgated by the state Govt, Sarvana has personally inspected the local RTO office, which seemed infested with a number of brokers, and interacted with the clients of their woes and difficulties. A few brokers along with a clerk having nexus with the brokers got arrested after his intervention. He has barged into the scores of patients and their attendants at the District Headquarters Hospital(DHH) and had a dialogue with the patients and the medical staff as well. Fortunately enough he is a medical doctor, body builder and a sportsperson. As a health conscious person, this has helped him to know their problems at feeling level. So in a professional way, suggestions were given by him to maintain minimum quality standards in the DHH.
“Schemes will crop up during regimes of various governments and may be forgotten with passage of time. But using these opportunities as means to people’s end by bureaucrats like Sarvana will certainly go a long way. Sarvana seems to be the most befitting person to grab these opportunities to behave pro-poor and pro-people”, opined Sri Gobinda Rath, a renowned educationist and entrepreneur of Rayagada.
Sarvana does not wait for his driver to come if it is an emergency. He drives on his own to reach the spot for delivering the service. State has decentralised the grievance redressal mechanism from district level to block and GP level. After the grievances are heard and disposed, he does not mind posing a photo among the grievance seekers. And may be, this is first time happening in this district that Sarvana, as grievance redresser, does dare and care to go inside the affected public. He has become the face of public-police interface in the district.
