Chief Secretary & Special Relief Commissioner and Sri Sanjay Kumar Singh, Commissioner-cum-Secretary, Information & Public Relations Department briefed the Press about steps taken by Government of Odisha for prevention of COVID-19.
Chief Minister Sri Naveen Patnaik, today, offered his rich tributes to Dharanidhar Nayak (Bhuyan), an eminent freedom fighter and great revolutionary on the occasion of his birth anniversary and said that his struggle for safeguarding the rights of tribal people and for their welfare shall remain always inspiring and memorable.
Chief Minister Sri Naveen Patnaik, today, reviewed the COVID-19 situation with senior officers through a Video Conference. In the review the problems relating to arrangement for the workers returning from other States, Temporary Health Centres/Camps, testing, procurement of required equipments for COVID-19 treatment, crop situation, labour intensive works, law & order and the problems faced by the industries were discussed. Chief Advisor to CMO, Chief Secretary and other senior officers were present in the meeting.
Chief Minister Sri Naveen Patnaik said that though COVID-19 situation is comparatively better in the State yet we should not feel complacent. It is extremely necessary to strengthen the preparedness to combat the situation in the coming days.
Chief Minister Sri Naveen Patnaik appreciated the record number of testing in one day i.e. 901 by Institute of Life Science, Bhubaneswar and instructed to take steps in order to further strengthen COVID-19 testing preparedness by ramping up the number to 15,000 per day in the State. He also instructed for developing the testing facility in Baripada, Balasore, Koraput and Balangir districts.
In view of the inconveniences faced by people who are returning from Surat to Odisha by Bus with respect to their fooding, problems like sunstroke and accidents especially the difficulties faced by women and children, Hon’ble Chief Minister instructed to allow the returnees to come by train only.
Taking stock of the situation during review Hon’ble Chief Minister directed to take the following steps-
1. Agriculture Works, Industrial Operation, livelihood activities and transportation should be normal in Green Zones.
2. A Model Policy to be formulated to resolve the problems faced by the industries. Discussions to be made regarding the problems faced by the industries with Chamber of Indian Industries, Indian Chamber of Commerce and Banks as early as possible. Talks have already been started to attract more investments from Japan, Korea and America.
3. To enhance credit assistance to the farmers and Self Help Groups.
4. The mothers of Mission Shakti have provided more than one Crore meals in this difficult situation. They will be given incentive of Rs. 2/- per meal from Chief Minister’s Relief Fund.
5. Special attention shall be given to Ganjam, Kendrapara, Bhadrak, Balangir, Jajpur and Balasore districts from where the number of migrant workers working in other States are more.
6. Steps will be taken to provide seeds and other agricultural equipments to the farmers for coming Kharif season.
During the Lock Down period, advance PDS ration for the month of April, May and June has been distributed among 91,56,289 Ration Card Holders. As announced by Hon’ble Chief Minister, 918 crore 49 lakh 75 thousand rupees has been distributed so far to 91 lakh 84 thousand 975 PDS Ration Card Holders @ Rs. 1000/- each as cash relief in COVID-19 situation. Similarly, 1,49,268 new individual beneficiaries of 54,208 families have been included under State Food Security Scheme. Further inclusion of eligible beneficiaries is in progress.
Under Pradhan Mantri Garib Kalyan Anna Yojana 43,67,919 NFSA Card Holders have been provided 5 Kg rice per head for 3 months and 1 Kg Dal for Card for 3 months free of cost. Similarly, the State Government has also provided additional rice of 5 Kg per head for 3 months and 1 Kg Dal for Card for 3 months free of cost to 37,287 Card Holders under State Food Security Scheme.
10751 nos of Temporary Medical Centres/Camps have been completed in 6798 Gram Panchayats of the State. In all these Centres, total number of
4 lakh 68 thousand beds have been readied to provide COVID-19 health services in rural areas.
Electricity, drinking water, toilet, bathing place and kitchen facilities are provided at each Temporary Health Centres/Camps in rural areas. Personal hygienic kit and other essential commodities have been provided to the people in quarantine. Private security guards and Gram Rakhis have been deployed for 24X7 security arrangement. A SOP has been issued by Panchayatiraj and Drinking Water Department for smooth management of these TMCs.
Agriculture production during Rabi season has been good. Total production of vegetables during Rabi has come to 43 lakh MT. A web portal (www.odihortmarketing.nic.in) has been developed for linking traders with the farmers. 1246 Traders have registered on the portal and more than 882 farmers have uploaded detail of 61,000 quintals of produce on the portal. More than 7500 quintal of produce has already been sold.
30 Nodal Officers have been nominated for all the 30 districts of the State to monitor the day to day marketing activities.

Government has issued necessary orders to facilitate hassle free Inter-district movement of workers.
Normal labour intensive works will continue in both rural and urban areas of the Districts and Municipal Corporations coming under Green and Orange Zones. Also all sorts of labour intensive works are permitted in the rural areas of the Districts and Municipal Corporation coming under Red Zone. Construction works in Urban and Municipal Corporations areas under Red Zone will be carried on if required number of workers are available in those areas. In such urban areas under Red Zone, workers from outside shall not be permitted to come.
In view of restriction imposed from 7PM to 7AM, the owners, contractors and others engaging the workers are ordered to relieve the workers before 6PM so that they can return to their home in time.
In order to address different problems of the workers, a Helpline-18003456703 and a Whatsapp -7008110717 are operational under the Labour Commissioner.
Today, 3,11,763 destitute and helpless persons have been provided with food in 5057 Gram Panchayats. Similarly, in 113 ULBs 35,894 persons have been provided with food.
From 4th May morning to 5th May morning, 12 no of cases have been registered by the Police in the state for violation of lock down. 16 persons have been arrested by police.
