Bhubaneswar: The Bhubaneswar Development Authority (BDA) today organised a consultative workshop for its empanelled architects and showed them the newly-developed online Building Plan Approval System (BPAS) so that the architects can provide the feedback to the development authority on BPAS. The demo workshop was organised in the conference hall of the Bhubaneswar Municipal Corporation (BMC) and was attended by more than 50 architects. Under the Ease of Doing Business Policy the BPAS will be facilitated on-line through a Common Application Form (CAF). In fact, earlier for getting a building plan approval applicants had to apply to multiple agencies to get the no-objection certificates and then had to apply BDA/BMC for plan approval. However, under the newly-developed BPAS the applicant has to apply to BDA/BMC through a CAF and after that the authority has to send it to other agencies on-line for getting the NOCs. It has also been decided and conveyed to the other government agencies to provide the NOCs as soon as possible. Otherwise, as per the new BPAS, it would be deemed to be accepted that NOCs are accorded to the applicants and after that approval will be processed. The required payments for the online approval process will be accepted through online payment gateways integrated in this system. The demonstration of the newly-developed BPAS was organised today for betterment of the existing system so that after the test run at their levels the architects can share the feedback with the city authorities. In fact, the test run by the architects will start from tomorrow and share their inputs. To carry forward this test run process a 10-membered architects group has been formed. On technical aspects, they will be supported by ILFS Environment team, which is developing the BPAS software. Once the new suggestions are incorporated into the BPAS fold, the changes will be made and would be placed before the state government for consideration and approval. After the approval and statutory induction, the BPAS will be notified for use by all stakeholders to get building plan approval, it was learnt.
