Bhubanewar: State Cabinet approves New Agriculture Policy and seven other proposals during a meeting under chairmanship of CM Naveen Patnaik at Lok Seva Bhawan in Bhubaneswar.
Odisha cabinet clears Agriculture Policy to boost farmer income with focus on providing market linkages & technical knowhow. The Agriculture Policy named as ‘Samridhi’ focuses on creating an ecosystem interlinking inputs-production-markets, sustainable increase in yields of paddy and diversification to high value agriculture, encouraging efficient and ecologically sensitive use of inputs mainly water, land and soil.
The other proposal which got the Cabinet nod are:
Recruitment and appointment of Government college teachers enjoying UGC scale of pay is being made as per the provisions under Orissa Education Service (College Branch) Recruitment Rules, 1990 and its subsequent amendments. The recruitment of eligible candidates under the said rules is being made through Odisha Public Service Commission. In clause (c), in sub-rule 2 of rule 4 of OES (CB) Recruitment Rules, 1990, the age limit for applying for the post of lecturers in Government colleges is from 21 years to 33 years allowing admissible relaxations in age for different reserved categories of candidates as admissible from time to time. With due concurrence of Finance Department, the Higher Education Department filed requisition to OPSC to select eligible candidates under the said rules for filling up of 606 numbers of vacant degree lecturer posts on 01.10.2019. But soon after issue of requisition to OPSC representation/recommendation were received from various quarters to enhance the upper age limit to apply for the said posts with the following reasons.
In Odisha Education Service (College Branch) Recruitment Rules, 1990 requisite qualification for recruitment to the post of lecturer ( College Branch) was Master’s Degree in concerned subject whereas, in 2012, Ph.D/NET qualification is mandatory for recruitment to such posts. When qualification is enhanced, upper age limit of 33 years needs to be enhanced because acquiring higher qualification needs more time.
H & FW Department has fixed maximum age of 45 years for selection of lecturers in medical colleges, homeopathic colleges and ayurvedic colleges.
Upper age limit for selection of lecturers recruited by State Selection Board is 42 years.
No upper age limit has been fixed by the UGC in its guidelines for recruitment of Lecturers. Considering the above facts and with the concurrence of G.A Department, Law Department and OPSC, Government have decided to give one time relaxation in enhancing the upper age limit from 33 years to 48 years for recruitment of lecturers under rule 4 (2) (c) of the OFS(CR) Recruitment Rules,1990.
In order to make the 0.S.J.S. & O.J.S. Rules, 2007 more meaningful and give opportunity to more candidates belonging to Ex-servicemen/ Commissioned and SSC Officers of defense service and Persons with Disabilities it is decided to amend the 0.S.J.S. & O.J.S. Rules, 2007 by relaxing the age limit by 5 years for Ex-servicemen/ Commissioned and SSC Officers of defense and relaxing the upper age limit by ten years in case of Persons with Disabilities over and above the normal relaxation admissible to Scheduled Caste, Scheduled Tribe and SEBC for recruitment to the post of Civil Judge.
M/s. Orissa Synthetic Ltd., (OSL) was promoted by M/s. Straw Products Ltd., with IPICOL to put a polyester staple plant in Dhenkanal District. Under the provision of the Sick Industries Companies Act, 1985. The Company later merged with 3. K. Corporation Ltd., as per the provisions of Sick Industries Companies Act,1985. The J.K. Corporation Ltd., had formed a Separate Company namely ” Orissa Poly Fibres Ltd. “, which entered into a Strategic alliance with M/s. Silva Polyester Ltd, (Formerly Reliance Polyester Ltd.) a group Company of Reliance Industries Ltd.
M/s. Orissa Poly Fibres Ltd. applied for exemption of Stamp duty for transfer of 97 acres of Government land valued at Rs.72.00 lakhs and 130 acres of Private land valued at Rs.98.00 lakhs and value of the building at Rs.650.00 lakhs. The proposal of the aforesaid unit was examined as per the provision of para 10.3 of Industrial Policy Resolution,1996, by the State Level Nodal Committee (SLNC) in its meeting held on 06.08.1999 and recommended for exemption of the Stamp duty subject to approval of the Cabinet. When the matter stood thus, the M/s. Reliance (Orissa Poly Fibres Ltd), Industries filed a Case vide W.P.(C). No.7617/2006-vrs-State of Odisha and others. The Hon’ble High Court while disposing the aforesaid case passed order dt.16.5.2017 directing Principal Secretary, Industries Department to place the decision of the State Level Nodal Committee (SLNC) before the Cabinet. Now as a compliance to the Order of the Hon’ble High Court, the proposal of M/s. Reliance (Poly Fibres Ltd.), Industries for exemption of Stamp duty amounting to Rs.2,15,64,648/- is placed before the Cabinet and approval is accorded.
Framing of Odisha Civil Service (Out of turn promotion) Rules, 2019: To provide impetus and to introduce the prospect of out of turn promotion irrespective of batch/ year of allotment for exceptional and exemplary achievements in furthering good governance and ease of public service delivery by the officers and employees of the State Government, it is now felt necessary to frame a new set of Rules i.e. Odisha Civil Service (Out of turn promotion) Rules, 2019.
Amendment to the Odisha District Revenue Service (Method of Recruitment and Conditions of Service) Rules,1983: With a view to recruit quality manpower and due to the requirements in the changing scenario specifically, e-governance initiatives implemented by this Department for field offices, proposed amendments to the Odisha District Revenue Service (Method of Recruitment and Conditions of Services) Rules, 1983 has been approved by the Cabinet.
As per the existing provision contained in Section 3(3) of the Odia University Act, 2017 the headquarters of the University shall be at Bhubaneswar. Since the heritage Cabinet on 27.07.2018 has decided to establish the University at Satyabadi, the State Cabinet has approved to amend the provision. It will refurbish the historical Bakula Bana Vidyalaya at Satyabadi into a centre of learning and its sylvan environment will be protected and developed as a great heritage site.
