Bhubaneswar: Banabasi Suraskhya Parisada, Kandhamal a people’s organisation fight for the democratic and constitutional rights for tribal, dalit and other marginalised people, filed Petition before the Odisha Human Rights Commission with the guidance of Adv. Biswapriya Kanungo, noted human right activist, against the mass violation of National Food Security Act-2013 by the District Administration of Kandhamal. Accepting the petition the Honorable Commission has given direction to Secretary -cum- Commissioner of FOOD SUPPLIES & CONSUMER WELFARE DEPARTMENT of Government of Odisha and the Collector, Kandhamal to give their respective report within 4 weeks of time.
It may be noted that the thousands of eligible beneficiaries belong to Schedule Caste/ Scheduled Tribe/ Widows/Physically Challenged/AAY and BPL Categories families of different villages of Daringbadi Block under Kandhamal district are deprived to get the benefits under The National Food Security Act-2013 since its implementation.
After the peaceful mass agitation before the Block Administration of Daringbadi , Kandhamal on 25th July, 2016 , 471 eligible beneficiaries were received the Ration Cards by the end of September,2016 after duly verifications.
But when the beneficiaries with their Ration Cards visited their respective PDS Centres , they denied their entitlements of food grains. They have knocked all the doors from Gram Panchayat level to District level to have their own entitlements of food security, but gave no results.
Repeatedly the harassed people again on 12th December, 2016 and 18th April, 2017 organized peaceful protest before the block administration of Daringbadi Block. The Block administration promised them to include all eligible beneficiaries under the AAY within one month . But after three months they have not received a single gram of food grains till date, in spite of having Ration Cards.
Again and again the administration from Daringbadi Block level to District Collector level are showing their callousness to handle such grim situation. Even the persons/ families like widows pension holders, physically challenged persons and previous Antodaya Arna Jyojana (AAY)beneficiaries who are eligible for auto inclusion criteria as per the Notification No: 11642/09-17-12-33/13 Dated 17.07.2014 of Govt. of Odisha(FOOD SUPPLIES & CONSUMER WELFARE DEPARTMENT), are still deprived from their rights. The extremely poor tribal, dalit and poor families from other community are living in starvation like situation due to unholy nexus of corrupt politicians and bureaucracy. The petition has been filed by Narendra Mohanty and with other members of Banabasi Surakshya Parisada, Kandhamal.
