New Delhi : The Ministry of Rural Development is presently implementing three welfare schemes for employment generation which provide employment to people in rural areas inclusive of rural youths of Scheduled Castes/Scheduled Tribes/Economically Weaker Sections of the country including the State of Uttar Pradesh. The details in this regard are as follows: –
Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS): This is a demand driven wage employment programme which provide for the enhancement of livelihood security of the households in rural areas of the country by providing at least one hundred days of guaranteed wage employment in every financial year to every household whose adult members volunteer to do unskilled manual work.
Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY): This is a placement linked skill development programme for wage employment.
Skill development through Rural Self Employment and Training Institutes (RSETIs): This enables a trainee to take bank credit and start his/her own Micro-enterprise. Some of such trainees may also seek regular salaried jobs.
While MGNREGS provides direct employment, DDU-GKY and RSETI schemes promote employability through either wage or self-employment leading to economic and social development of youths of rural area of the country. The Scheme-wise details of physical and financial achievements for the last three years and the current year in respect of the State of Uttar Pradesh with respect to MGNREGS, DDU-GKY and RSETI are at Annexure-1.
Apart from the above mentioned schemes of the Ministry of Rural Development, various other Ministries/Departments are also implementing the programmes/schemes for employment generation which are as follows:
Pradhan Mantri Kaushal Vikas Yojana (PMKVY): Under Skill India Mission, Ministry of Skill Development and Entrepreneurship is implementing its flagship scheme PMKVY for Skill based training of the youth across the country including of youth belonging to Scheduled Caste/ Scheduled Tribe/ Economically weaker Section under Short Term Training (STT) courses and Recognition of Prior Learning (RPL).Under PMKVY, STT is linked to placement, while RPL does not mandate placements as it recognizes the existing skills of candidate. PMKVY has two components known as Centrally Sponsored Centrally Managed (CSCM) being implemented by National Skill Development Corporation (NSDC) and Centrally Sponsored State Managed (CSSM) being implemented by State Skill Development Missions (SSDMs) of the States / UTs popularly known as State- Component of PMKVY. Under the CSCM component of PMKVY, funds are disbursed to NSDC for implementation of the scheme, while under State component, the funds are disbursed to the States/State Skill Development Missions (SSDMs) for implementation.
Prime Minister’s Employment Generation Programme (PMEGP): Ministry of Micro, Small & Medium Enterprises is implementing Prime Minister’s Employment Generation Programme (PMEGP), which is a major credit-linked subsidy programme aimed at generating self-employment opportunities through establishment of micro-enterprises in the non-farm sector by helping traditional artisans and unemployed youth. The scheme was launched during 2008-09. PMEGP Scheme facilitates generation of self-employment opportunities through establishment of micro-enterprises in the non-farm sector by helping traditional artisans and unemployed youth. General category beneficiaries can avail of margin money subsidy of 25 % of the project cost in rural areas and 15% in urban areas. For beneficiaries belonging to special categories such as ST/SC/OBC/women/Minorities etc. the margin money subsidy is 35% in rural areas and 25% in urban areas. The maximum projects cost is Rs 25 lakh in the manufacturing sector and Rs 10 lakh in the service sector.

The assessments of the schemes/programmes in respect of the Ministry of Rural Development are being made at regular intervals. Review meetings are held regularly by senior officers of this Ministry every week. Programme Divisions also convene meetings with the concerned State Governments for smooth/proper functioning of the programmes at regular intervals. All the schemes being implemented in the various States are reviewed periodically through Common Review Mission (CRM), which is a multi-disciplinary team comprising ex-civil servants, senior academicians and field practitioners, visit the States to understand the issues in implementation of rural development programmes and to document good practices leading to improvement in the well being of the people through improved public service delivery. Further, meetings of Performance Review Committee (PRC) are held with the State Governments every year to review the implementation of schemes of the Department and to discuss the problem areas along with identification and replication of best practices in the programmes/schemes. The schemes/programmes are also reviewed at regular interval by National Institution for Transforming India (NITI) Aayog. The suggestions/ recommendations emerged from the above are taken note of and necessary corrective measures are taken wherever necessary for the effective implementation of these schemes, which is a continuous process.
