New Delhi: Dr. Arun Kumar Rath’s book Antarctica Diary and Other Travel Stories to be released on 4th April at Civil Services Officers Institute (CSOI) Vinay Marg, Chanakyapuri, New Delhi.
His outstanding book “Antarctica Diary and Other Travel Stories ”containing twenty four travel stories based upon his travels to the ice continent and other exciting destinations around the world has been hailed as a masterpiece of English literature.

Born in Baripada Odisha Dr. Arun Kumar Rath joined the Indian Administrative Service in 1973 after a brilliant academic career securing top positions in Utkal and Delhi Universities. Master of Science in Theoretical Physics from Delhi University, Dr Rath studied management in the University of Birmingham and University of Bradford in the United Kingdom. He was awarded Ph D by the KIIT University, Bhubaneswar for his pioneering research on the role of Independent Directors in the boardroom of Indian public sector Navaratna companies.
During his distinguished career as a civil servant spanning over three decades, Dr. Rath made significant contributions in various fields of Indian administration and corporate management .
Dr Rath left his lasting imprint as Collector & District Magistrate of Begusarai and Muzaffarpur districts and as Divisional Commissioner of Muzaffarpur and Darbhanga divisions in Bihar .During his deputation to Food Corporation of India as Head of Odisha Region Dr Rath’s work was commended for placing Odisha in the national map in food procurement and infrastructure development in the State.
After his selection by Government of India in the year 2000 , Dr Rath served as Joint Secretary, Department of Public Enterprises, Govt. of India for four years .Dr Rath ushered in reforms in the areas of corporate governance, corporate social responsibility, strategic management and MOU system of the central public sector enterprises. He was promoted as Additional Secretary and Financial Adviser, Ministries of Steel, Ocean Development and Renewable Energy. Govt of India in 2005. He also served as Director in five leading public sector steel companies including Sail, NMDC and MECON RINL & KIOCL. He made remarkable contribution in expansion of public sector steel plants of India in his three year stint .Dr Rath also had the rare distinction of visiting and staying in Indian station Maitri in the ice continent of Antarctica in 2005.
Based upon his outstanding career and achievements Government of India promoted Dr Rath to the level of Secretary. As Secretary to Govt. of India, Ministry of Human Resource Development, Dr. Rath made outstanding contribution to enactment of the long-awaited Right of Children to Free and Compulsory Education Act 2009. This imaginative and path breaking Act gave every child of India a fundamental right to demand and receive elementary education as a matter of entitlement. As Chairman of the drafting Committee of Government of India Dr Rath introduced far reaching provisions in the Act aimed at building an educated India .Coming after sixty years of independence Right to Education has been hailed as a landmark legislation in independent India. Dr Rath was also the architect of the national program of Rastriya Madhyamic Siksha Abhiyan,which will ensure universalisation of secondary education in every part of the country. Such historic initiatives will raise the educational level of India and will help in availability of higher national resources to States like Odisha.
Dr Rath led Indian delegation to large number of international conferences, particularly to Japan , South Korea , Australia , Slovenia, Italy ,Oslo and United Nations ,New York.
After superannuation from IAS in 2009 Dr Rath served as Dean & Professor of Public Policy at the Management Development Institute, Gurgaon .He was the architect of the School of Public Policy & Governance in MDI, Gurgaon .
Dr Rath is Fellow of AIMA, Distinguished Fellow of Institute of Directors, New Delhi and Member of National Management Council of Project Management Associates , New Delhi.
Dr Rath served as Independent Director in the Boards of three blue chip companies Coal India Ltd, Mahanadi Coalfields Ltd and Mangalore Refinery & Petrochemicals Ltd ( 2010-2013)
Dr Rath is currently Chairman& Professor, Centre for Corporate Governance & Social Responsibility in International Management Institute, New Delhi.
Dr Rath has published many research papers and chaired number of national and international Conferences. Dr Rath was awarded the first Odia Pua Samman in 2002 by Odia Puo publication New delhi, Pallishri Samman by Pallibani Publications New Delhi and best Professor Award by BT and Headlines New Delhi in December 2012.
Dr Rath is a prolific writer in English and Odia .His book “Towards Better Corporate Governance: Independent Directors in the Boardroom” based upon his path finding doctoral research has been highly acclaimed.
His outstanding Odia book “Antarctica Diary O Anyanya Bhraman Kahani ”containing twenty four travel stories based upon his travels to the ice continent and other exciting destinations around the world has been hailed as a masterpiece of Odia literature.
Dr Rath is a proud son of Odisha who has earned name for himself and for Odisha. As a compassionate human being he is loved and respected for his amiable nature, scholarship , and for his committed support for the Odia diaspora in New Delhi. He is an outstanding Odia who has excelled as a distinguished civil servant, institution builder , prolific writer, management Guru and eminent corporate leader .
