Bhubaneswar: Chief Minister Naveen Patnaik, on Thursday launched a first-of-its-kind single window portal for industries, GO SWIFT (Government of Odisha Single Window Investor Facilitation and Tracking) heralding another significant step towards facilitating ease of doing business in the state.
Describing the launch as a landmark development, Shri Patnaik said that “GO-SWIFT shall provide all required services and support to an investor during the entire investment life-cycle of a project in a time-bound, hassle-free, paper-less manner and transparent manner.”
With the launch of this portal, the approval process for 32 services from 15 State government departments has been made end-to-end online, including online approvals, e-payments, application tracking and downloading of certificates for all linked G2B services. A query management system has been integrated, mandating that queries shall be raised only once within 7 working days from the date of application by the investors. Timelines under the Odisha Right to Public Services Act 2012 have been mapped for each service to guarantee time-bound delivery.
Additionally, investor dashboards for senior government officials have been developed enabling availability of real-time information regarding all important details concerning each industrial unit setting up in the State including status of approvals, inspections, incentives disbursement, grievance resolution, post allotment requests and CSR activities. Investors can also track real-time status of their applications via Investor dashboard and receive notifications via e-mail and SMS on the progress.
The new single window portal was launched today to commemorate the 75th meeting of State Level Single Window Clearance Authority (SLSWCA).
Highlighting the key first-of-its-kind features of the portal, Mr. Sanjeev Chopra, Principal Secretary, Industries Department said that “We are committed to ensure investor delight. GO SWIFT has seamlessly integrated all existing technological applications of Industries Department via the Single-Sign on Framework. As a result, an industrial unit can get customized information regarding incentives and requisite approvals about the proposed investment, select land, apply for single window clearance, obtain land and other utilities, get statutory clearances, take advantage of risk-based synchronized inspections by regulatory agencies, obtain post-land allotment services from IDCO, resolve issues with government departments and also dovetail its CSR activities with the developmental goals of the state. This is first-of-its-kind development by any State in the country”.
The state government is committed to provideproject approvals within 30 days and with the launch of GO SWIFT, Odisha has taken another step forward in strengthening its position as a leader in business reforms.
