Bhopal : The Chief Minister Shri Shivraj Singh Chouhan has said that we have to convert the challenge of Corona into an opportunity in the state. We have to bring such reforms in the labour laws, so that it should not obstruct in attracting investment in the state. At the same time, full attention will be paid to the welfare of the workers. Better provisions should be made in the state on the reforms suggested by the union government and by studying the labour laws of other states. Labour laws should be simplified. Shri Chouhan was presiding over the meeting of the Labour Department on Labor Reforms at Mantralaya. The Principal Secretary Labor Shri Ashok Sah, Principal Secretary Industries Shri Rajesh Rajoura and all concerned were present at the meeting.
Take advantage of opportunity
Shri Chouhan said that due to the current Corona crisis, many industries are leaving countries like China. They will set up their industries in other countries. This is an opportunity for us. We should make our labour laws and industrial policy in such a way that more and more investment is attracted in the state.
Shops to open from 6.00 a.m. to 12.00 midnight
The Chief Minister said that during the current Corona crisis, the factories have been given relaxation in the state to keep upto 12 hours shifts. Similarly, for the convenience of shopkeepers, the closing time of the shops can be made till 12:00 p.m. The shops can be opened from 6:00 a.m. to 12:00 midnight.
Provision of single return to be considered
The Principal Secretary Labour has informed that a facility to file online returns has been provided to the factories in the state. Provision has been made under the 16 Labour laws to keep one register in place of 61 registers and to file 2 returns instead of 13 returns in the office. On this, Shri Chouhan directed to consider a provision of single return in the state.
Reduction in number of documents to be taken into consideration
The Principal Secretary Labour further informed that in view of simplification of procedures in the state, the number of documents required in all registrations and licenses has been reduced. Under the Factories Act, 1948, the number of mandatory documents in the license has been reduced from 18 to 05 and this number has been reduced to 13 from 21 in authorized hazardous and dangerous category factories. The Chief Minister directed that further reduction in the number of documents be considered.
Number of labourers should be increased to 20 in establishments
The Principal Secretary pointed out that at present there are such an establishments where there are less than 10 workers and inspection under Labour Act cannot be conducted without the permission of the Labour Commissioner. The Chief Minister directed that this number should be increased to 20.
