Bhubaneswar: Congress released the poll manifesto for 2019 elections in Odisha. PCC chief Niranjan Patnaik released the party’s manifesto.

Congress today released its manifesto with 19 key promises to provide a new and smart future.

Odisha Congress promises- Employment for All.
One person in every family will have a job, either in the public or the private sector. The jobless will be entitled to an unemployment allowance of Rs 3,000/month.

The final assault on poverty in India: Nyay.

Every family from the poorest 20% of the population will be guaranteed a minimum income of Rs 72,000/year (Rs 6,000/month); money to be given to the woman of the family.

All contractual workers in the public sector will be taken on regular
service. There shall be no contractual employment in teaching, healthcare
and social security services.

Congress is committed to providing Land for the landless and
Home for the Homeless.

A 5-year plan will be unveiled to provide homestead land to every landless family in a village and shelter for every urban homeless family.

For our annadatas:
Crop loans up to 2 lakh will be waived off
Financial assistance of Rs 10k/yr for 3yrs
Rs 2600 MSP for paddy
Monthly pension of Rs 1500 for farmers above 60 yrs
Sharecroppers get the same benefits as land-owning cultivators

In addition to the above, there will also be Guaranteed remunerative prices for
all major farm and forest produce. There will also be an award of Rs 1 lakh-Krushak Samman Puraskar–for the most enterprising and innovative farmer in
every block
4.Anganwadi workers to be taken on regular service with a higher pay of
Rs 9,000/month
5. An incubation fund of Rs 1 crore/block to support women entrepreneurs.
6.Every police station will have a dedicated women desk to address
violence against women

For our Adivasi brothers & sisters:

• All forest offence cases except those involving IPC will be withdrawn in the first 100 days of the new government
• Full implementation of PESA Act, 1996 within 100 days of the government.
• No rejection of forest rights claim without approval of Gram Sabha.
• Management of forest resources will be vested with Gram Sabhas.

Atrocities against Dalits are a shame & we see it as an attack on their Constitutional rights

The Congress Party will constitute exclusive Dalit Protection Cells and
Special Courts to expedite cases of atrocities. We will also abolish manual scavenging.

We will also give priority to landless Dalits in land redistribution.

We will fill all reserved vacancies in government jobs within a year and set up a dedicated financial corporation to promote and help Dalit entrepreneurs.

Widespread alcoholism is driving our youth to decadence and causing violence against women and children on a daily basis. A comprehensive and credible initiative to curb alcoholism will be unveiled within 100 days of our government

The Congress party will change the face of the education system in Odisha. We will:
1.Extend RTE to Std. XII
2.Allocate 20% of state budget for education
3. Pay teachers salary at par with Central scales.

The public healthcare system will be revamped on priority
• Health budget will be increased
• All vacancies of doctors and nurses will be filled within a year
• Every district will have a medical college and a training centre for
paramedics & nurses

The public distribution system will be extended to provide subsidized ration to all households. It will also be expanded to include provision of dal, millets, edible oil, sugar and salt.

By 2024, we will ensure every urban household and every village has access to piped water supply.

To support rural industries, a massive rural infrastructure
development programme will be launched, which will be leveraged
to revamp the MGNREGA program, with higher wages & 150 days of
guaranteed employment. Our aim is to end distress migration by 2024.

> We will expedite all pending judicial inquiries and present those
findings (with ATRs) to the state assembly

> A special legislation on the chit fund scam will be brought & principal deposits of victims will be refunded within six months

An Integrated Coastline Development Policy will be brought to harness the true potential of Odisha’s coastline. It will aim to promote exports, farming, fisheries, agro-processing business, tourism, transportation & ports in a mutually beneficial manner.

Patnaik further stated that there will be a guaranteed remunerative price for all major farm and forest produce and Rs 1 lakh-Krushak Samman Puraskar for the most enterprising and innovative farmer in every block in the State.
