Youth Council for Development Alternatives, Bhubaneswar organised state level workshop on DE-institutionalisation and Transition

Bhubaneswar: Youth Council for Development Alternatives, Bhubaneswar in collaboration with UNICEF, Odisha organised a one day state level workshop on DE-institutionalisation and Transition at the Hotel Kalinga Ashok, Bhubaneswar on the 28th January, 2019.

In this workshop Ms. Anu Garg, IAS, Principal Secretary to Govt. W&CD and Mission Shakti, GoO; Ms. Monika Oledzka Nielsen, Chief of UNICEF Field Office, Odisha; Ms. Nina P. Nayak, Child Rights Expert, Karnataka; Mr. Rajendra Meher, CEO, YCDA; Mr. Laxmi Narayan Nanda, UNICEF; and Ms. Madhumita Das, Child Rights Expert had participated and shared their valuable insights on the topic of De-institutionalisation and Transition.

They also stressed on the need of family based care as it contributes towards a child’s social, psychosocial, intellectual, emotional and overall growth and development. According to the UNCRC, JJ Act and ICPS every child has a right to family and the state has a responsibility to ensure that the child has access to all its rights for its holistic development. The Secretary emphasized mainly on three broad areas such as the process of starting deinstitutionalisation in the CCIs at district level in a small but intense way; to follow a step by step process in deinstitutionalisation for its proper implementation; strong monitoring and tracking of children who have been deinstitutionalised in order to know about their present status. By doing so, we can ensure a safe and secure environment for the child where a child can get access to all the necessary facilities to for his/ her overall development.
