Bhubaneswar,: Now Resident Welfare Associations (RWAs) have to get them registered with Bhubaneswar Municipal Corporation (BMC) for better management of civic issues.
BMC has decided to issue public notice in this regard to make it compulsory for registration of RWAs with the civic authorities within 15 days of time.
As per the guidelines of Swachh Bharat Mission, there are two broad categories of waste generation, that is planned colonies like apartment complexes and housing colonies and unplanned colonies like slum areas. The Central guideline instructs for segregation of waste at source and to have onsite composting by the bulk waste generators. The registered RWAs can sell their onsite compost materials to the empanelled agencies of BMC. Also The RWAs can register themselves with Department of Fertilisers under Ministry of Chemical and Fertilizers.
The Civic body had a review meeting on the issues related to waste segregation at source and better management of solid waste in the city. To take stock of the situation on how much waste generated by the planned colonies and how waste is disposed in this sector, a database is necessary for effective monitoring. The RWAs list would make the civic body helpful in preparing the standard operating procedure (SOP) for waste management and onsite composting, where ever it is necessary.
The database is will be helpful for conducting awareness and mobilization drives related to Swachh Bharat, Health and any other social welfare schemes. The representatives of the RWAs can participate in various programmes in the near future related to civic issues.
A specialized format is being prepared which shall be available in one or two days for registration process. The RWAs need to submit documents along with the registration format. Meanwhile, the commissioner, BMC has instructed to prepare a database of commercial establishments of the city for which, Zonal Deputy Commissioners shall submit the report.
Swachh RWA Award:
After registration process a Swachh ranking of RWA shall be conducted in next month. The RWAs which are keeping their environment clean shall be awarded as Swachh RWA. This initiative is announced by the Govt of India’s Swachh Bharat Mission.
