Report by Bhagabat Padhi, Paralakhemundi: Paralakhemundi-Society for the Welfare of Weaker Sections (SWWS) & Mahila Vikas organized jointly a Workshop on Rights to Information (RTI) at Integrated Tribal Development Agency Conference hall, Paralakhemundi.Sanghamitra Sabar, Member of Special Development Council, Gajapati presided over the meeting. Speaking on the occasion on his inaugural address as Chief Guest Mr. Gautam Kumar Mallick, Deputy Superintendent of Police, Gajapati focused on basic concept of RTI to enhance towards empowerment among backward community. Those activities in anganwadi centre, schools right from nutrition food and Mid-day –Meal must be acknowledged on its transparency and accountability to avail for children that must be assured by parents to build good health of their children.RTI-2005 promulgated as threshold to strengthen governance in all corners.As Chief Speaker Mr.Kishore Chandra Padhi,Distict Panchayat Officer elaborated on various
Acts to apply for any information related to grassroots development by every citizen through proper channel. There is no restriction by any departments pertaining welfare and development for the grassroots community to provide any informations for the applicants. On every department designated PIO(Public Information Officer) is responsible to provide within scheduled time frame. Functions of both government and non-government organizations are under the scanner of RTI.Mr. Harish Nayak ex-President of District Consumers Dispute Redressal Forum valued the contributions of tribal community of Ragyagada and R.Udayagiri to streamline their role on various development stream among them some are now elected in Panchayatiraj Institutions which is the credibility of SWWS.Ishan Kumar Omkar,Staff of District Education Office, Gajapati focused on aspects of RTE(Rights to Education) and also appealed to the participants to join on streamlining literacy among all 6-14 years children by joining them in schools.Dr.Kalyani Mishra differentiated the value of experiences and literacy which transformed towards climate of society. Despite low literacy the community of Rayagada block still showed the interest to join various schemes of government.Swaroop Palo Legal Practitioner opined on various limitations on Executive, Legislative and Judiciary the sword to bring good governance but still certain limitations could not fulfill people’s mandate due to lackluster turn by elected Law Makers. Among the participants Laxmi Bhuyan Tribal Woman Activist shared her experiences despite minimum education she could show her spirit to guide her community to fulfill major issues of the rural areas. She also indebted to SWWS to create such icons in the backward area of Rayagada.D.Jagannath Raju.President of SWWS shared various activities in Rayagada and R.Udayagiri since last 30 years.
