Bhubanswar: Odisha Assembly Passes Supplementary Budget Of Rs 8,126.32 Cr. The State Assembly on Monday passed the Odisha Appropriation Bill (No. 3) Bill, 2016 involving Rs 8126,32,49,000 following a marathon discussion participated by members of different political parties.
Initiating discussion, Leader of Oppositoin Pradipta Kumar Naik alleged that the Government has failed to deliver in every sector when the load burden of the State is going to cross Rs 1 lakh crore.
He severely criticised the Government saying that as many as 1,31,518 posts are lying vacant in the State Government. Teachers are not getting right salary and the New Pension Scheme has pushed the future of teachers into darkness. There has been a massive irregularity in allotment of houses under the Biju Pucca Ghar scheme.
However, BJD members refuted the charges saying the State is in the process of development and has the capability to incur loans for taking up development activities as per the Central norms.
“As per FRBM, a State can incur loan upto 25 of its GSDP. Odisha has incurred loans upto 15 per cent of the GSDP. The amount of interest being paid against loans is also within the stipulated norms,” said BJD member Soumya Ranjan Patnaik.
After the discussion, Finance Minister Niranjan Patnaik in his reply said the State Government is committed for development of people and the State. Thereafter, the Appropriation Bill was passed in a voice vote.
