Bhubaneswar: Ministry of Housing and Urban Affairs today organised a day-long workshop for Bhubaneswar and Rourkela, today at a city-based hotel, on the liveability assessment.
Expert from MoHUA briefed the participants from the two city administration including municipal corporations, development authorities and smart cities and representatives from various line departments as the city administration is directly associated with the performance of all these departments concerned, to have better liveability standards.
As per the expert there would be an assessment also to know the resultants of all the seven Centre-sponsored and State-run collaborative projects like PMAY, AMRUT, Smart City Mission, Digital India, HRIDAY an Swachh Bharat Mission and how they have succeeded in lifting the liveability standards of the citizens concerned.
The resultant of the liveability assessment has far-reached consequences as it would definitely attract international attention towards the cities and investment assuring better economic growth and happier citizens. It can be mentioned here that for seven consecutive years Melbourne in Australia is scoring maximum points as the best liveable city in the world.
The liveability assessment will have two components i.e. Quantitative Index and Citizen’s Perception Survey. While it would be divided into four main pillars i.e. Institutional, Social, Economic and Physical, the survey will happen in 15 Categories i.e. Mobility, Energy, Security, Water, Education, Governance, Identity and Culture, Health, Solid Waste, Open Space, Housing, Pollution, Economic, Waste Water and Mixed Use.
On the other hand, there would be 79 indicators breaking down into easy-to-answer about 500 questions. In case of 71 indicators there could be random secondary stage audit, but in 8 cases there will be physical audit.
The timeline of the liveability assessment is by April 16th submission of Secondary Data would be over and on 30th May announcement of rankings would be made and on 15th June Final City Assessment Report will be out.
MoHUA has hired a consortium to conduct the workshops across the country and prepare the materials needed for data collection, management, data audit and analysis during the Liveability assessment programme. The consortium comprises: The Economist, Athena and Ipsos. This assessment is being carried out in 116 cities across India.
