Kendrapara: In a bid to accelerate implementation of the Chief Minister Naveen Patnaik’s 5T mantra at the grassroots level, the Kendrapara district administration today launched the ‘Mo Panchayat’ initiative to bring about a radical change at the local governance system by making officials more accountable to people.
The bi-monthly programme will play a key role in transformation of panchayats through participatory approaches to development bridging the gap between the officials and common man.
‘Mo Panchayat’, which means My Panchayat, sets a perfect forum for the people to share their views on a range of issues pertaining to their collective development.
Speaking about the initiative, Kendrapara Collector Samarth Verma said that the district administration is committed to implementation of Chief Minister’s 5Ts – Technology, Transparency, Teamwork, Time and Transformation – for the overall development of the Panchayats through participation of people.
As part of the initiative, the administration will hold meetings in every Panchayat twice a month – 7th and 22nd of every month at the GP office inviting people and their representatives, Panchayat level officers of all government departments and organizations to discuss and review various welfare schemes and programmes of the government and develop an effective GPDP (Gram Panchayat Development Plan) for development schemes in 249 GPs.
As per plans, project proposals worth Rs 10 lakh rupees will be committed for each gram Panchayat for the development of basic facilities in schools.
Apart from this, two model schools will be developed in every gram Panchayat with facilities like nutritional garden, wall paintings and learning equipment, an official said.
In every ‘Mo Panchayat’ meeting, elaborate discussions will be held on a particular theme. The theme of today’s meeting was on water conservation and plantation.
The issues and proposals discussed at the meeting will be made written documentation by a block level official nominated by the BDO and will be addressed at the Panchayat level. If any proposal is outside the purview of the Panchayat, then efforts will be made at the block and district levels for desirable results.
Besides, the initiative will also strengthen the public grievances redressal mechanism at the Panchayat level.
