Bhubaneswar: A “Dialogue for Climate Justice” was organized by Odisha Civil Liberty Forum (OCLF) in collaboration with Indian Network on Ethics & Climate Change (INECC) & LAYA at Hotel Mayfair Lagoon, Bhubaneswar on 25th November 2017.

The Ld. Attorney General for India Sh. K.K. Venugopal, Sr. Advocate had sent his message for the organization on the topic which was read out on his behalf by Sh. Arghya Arpan Parida, Advocate, Odisha High Court.
Sh. Suvendu Parida, Secretary, OCLF welcomed and introduced the guests. The topic was introduced by Sh. Merusagar Samantray, Chairman OCLF. He explained the purpose for initiating the dialogue on climate justice. Dr. Nafisa D’Souza presented the context of climate change and it’s impact in Odisha and showed a short film on the present situation of climate footprint of Odisha. Sh. Akshaya Biswal had shared his experienced from the grass-root and pointed out the present role played by Oxfam to facilitate the better implementation of the State Action Plan on Climate Change (SAPCC) in Odisha. Sh. Atmaram N S Nadkarni, Sr. Advocate and Ld. Additional Solicitor of India, Supreme Court of India gave the legal perspective to the issue. He further illustrated the issue with the environmental litigation and issues involved in it. Sh. R.S. Suri, Sr. Advocate and President of Supreme Court Bar Association also detailed the potential challenges of the issue and he further added that the environmental laws should be strengthened and streamlined for the better application of law.
Climate justice links human rights and development to achieve a human-centered approach, safeguarding the rights of the Humanity in general and the most vulnerable people in particular and sharing the burdens and benefits of climate change and its impacts equitably and fairly. Climate justice is informed by science, responds to science and acknowledges the need for equitable stewardship of the state’s resources.
Recognizing the urgency and seriousness particularly of the global concern for climatic issues and the emerging crisis, and the unique advocacy and educational role that our legal system can play, a roundtable discussion with the legal community, civil societies and stakeholders is being proposed. More specifically, the civil society group envisions a proactive role that the legal community can play in advocating a clear regulatory regime to address Greenhouse gas emissions within the country and the states.
