Raipur: With the objectives to make animal husbandry commercially profitable, to prevent open grazing by cattle, to solve the problem of stray animals on roads and for environment conservation, Chief Minister Mr. Bhupesh Baghel has announced the launch of ‘Godhan Nyay Yojana’ in Chhattisgarh. This scheme will be implemented in the state from Hareli Festival. Chief Minister Mr. Bhupesh Baghel provided aforementioned information about the scheme today at the online press conference, from his residence office.
Chief Minister Mr. Bhupesh Baghel provided detailed information about Gothan Nyay Yojana, saying that this scheme is being launcted to promote animal husbandry and make it a profitable practice. Mr. Baghel said that in past one and a half year, State Government has made consistent efforts to strengthen rural economy through Narva, Garua, Ghurua, Bari scheme. Gauthans are being built to conserve and nourish livestock in villages. So far cowsheds have been constructed in 2200 villages and in upcoming 2-3 months, nearly 5 thousand villages will be equipped with Gauthan facility. These Gauthans are being developed as livelihood centers. Here, vermi compost are being made on a large scheme with the help of women self-help groups.
Chief Minister said that Gothan Nyay Yojana will prove to be an innovative step towards protecting financial interest of livestock owners in the state. He added that five-member sub-committee of the Cabinet chaired by Agriculture and Water Resource Minister Mr. Ravindra Choubey will decide the procurement rate for cowdung. This committee will include Forest Minister Mr. Mohammad Akbar, Cooperatives Minister Dr Premsai Singh Tekam, Urban Administration Minister Dr Shiv Kumar Daharia, Revenue Minister Mr. Jaisingh Agrawal. This committee of ministers will decide the procurement rate of cowdung within 8-days, after deliberating upon the suggestion recieved from farmers, livestock owners, cowshed operators and intellectuals.
Chief Minister said that the committee of Principal Secretaries and Secretaries constituted under the chairmanship of Chief Secretary will finalize the entire procedue right from cowdung procurement to its financial management to the production of vermi compost. He said that the procurement of cowdung on fixed rate will be commenced from Hareli Festival. This scheme will bear long-term results and will prove to be beneficial for rural economy as well as state’s economy. This scheme will also help in generating employment in rural areas. Chief Minister has appealed farmers, livestock owners and intellectuals to provide suggestions regarding procurement rate of cowdung in the state.
Chief Minister Mr. Bhupesh Baghel said that Chhattisgarh has had the tradition of cattle grazing in open, which harms both the cattle and the crops of farmers. Stray animals on roads of cities are major cause of road accidents. Often cow-owners leave the cows astray, after milking, which causes various problems. This scenario will change completely after implementation of Godhan Nyay Yojana. Livestock owners will provide proper fodder-water to their cattle and keep then tied at their place. Cowdung so collected can be sold for additional profit. Chief Minister said that to prevent movement of stray animals, Urban Administration will make complete arrangements for procurement of cowdung and utilization of the same for production of vermi-compost. Vermi-compost fertilizer produced from cowdung under the scheme will be sold through cooperative societies, to meet the fertilizer requirement of farmers as well as of Forest Department, Agriculture, Horticulture, Urban Administration Department for plantation campaigns. Governmenet will also make arrangements for marketing of the additional organic fertilizer, said Chief Minister in response to a question at the press conference.
On the occasion, Agriculture Minister Mr. Ravindra Choubey, Home Minister Mr. Tamradhwaj Sahu, Forest Minister Mr. Mohammad Akbar, Cooperatives Minister Dr Premsai Singh Tekam, Urban Administration Minister Dr Shiv Kumar Daharia, PHE Minister Guru Rudra Kumar, Revenue Minister Mr. Jaisingh Agrawal, Panchayat and Rural Development Advisor to Chief Minister Mr. Pradeep Sharma, Media Advisor Mr. Ruchir Garg, Chief Secretary Mr. RP Mandal, Additional Chief Secretary Finance Mr. Amitabh Jain, Additional Chief Secretary to Chief Minister Mr. Subrat Sahu, Secretary to Chief Minister Mr. Siddhartha Komal Singh Pardeshi, Agriculture Production Commissioner Dr M Geeta and other senior officials were present.
