Bhubaneswar: As the monsoon downpours have already started and the city has experienced some uneasiness at several locations recently, the Bhubaneswar Municipal Corporation (BMC) today decided to have a control room to address the drainage, water logging and solid waste management related issues with effect from tomorrow.
The BMC Commissioner Dr. Krishan Kumar had a meeting with all the senior officials of BMC, BDA and Smart City officials. It was decided that a dedicated control room shall be functional from BMC to address water logging situation on 24×7 basis till the end of monsoon. Later BMC Additional Commissioner chaired another meeting relating to sanitation issues with both the BMC and Bhubaneswar Development Authority (BDA) officials attending, and took several decisions to put the sanitation and drainage related work on the fast track.
While the temporary transit station (TTS) near Sainik School will work 24X7 basis to ensure that there would be no garbage found unattended or uncollected during the rainy season, the civic body has decided to adopt a `Zero Tolerance Policy’ towards garbage so that anyone found responsible for any lapses would be punished severely, said the additional commissioner.
The entire `Team BMC’ will be having a close watch and the vital issues like overall cleanliness, drain desiltation, lifting of solid waste would be on priority and teams of BMC officials would have a detailed check on day-to-day basis to take stock of the situation at grassroots level.
While the entire `Team BMC’ would be busy in having a total surveillance of the city, the Sanitary Inspectors (Sis) would be held responsible for any serious lapse on the part of poor sanitation, non-reporting, non-lifting of garbage and no action on drain cleaning/de-silting activities.
As sanitation agencies have raised the point of violation of some users of Unit I Haat and not using dustbins for effective collection and lifting of garbage, the meeting decided to take action against the “bulk garbage generators’’ and they would be asked to use dustbins for the same purpose. If these violators still fail to do so then they might be charged with administrative charges and fines as applicable under the OMC-Act, 2003.
Regarding encroachment of the drains and drainage channels, the meeting decided that the sanitation agencies, Sis, staff of Swachh Bhubaneswar Abhijan and other officials of BMC and BDA can take note of these violations and would report the matters to the Zonal Deputy Commissioners (ZDCs) concerned so that action would be initiated for needed enforcement activities. The Additional Commissioner-cum-Member Enforcement BDA would also be referred to in case of larger involvement of enforcement activities in order to ensure no encroachment over any drain or drainage channel.
