Jaipur: Chief Minister Shri Ashok Gehlot has said that coronavirus can be kept at bay only through social distancing. The objective of lockdown is that people stay in their houses. He said that supply of essential services should be smooth during the lockdown. The District Collectors and the Superintendents of Police should ensure that the directions given for lockdown were completely followed, otherwise curfew would be have to be imposed, he said.
Shri Gehlot was reviewing the situation of lockdown with the Collectors and the SPs across the state through video conferencing on Tuesday. He said that a ‘war room’ was made operational at the state-level and similar ‘war rooms’ should be set-up at all districts. These war rooms should function round-the-clock and senior officers should be deployed on duty. The war room would have to solve the problems of the general public immediately and with sensitivity, he said.
Permit System Should Be Made Easy
The Chief Minister said that the common man should not face any kind of problem for the important works. For this, the system of issuing permit should be made online, for which Mobile Application or Email Id could be used. He said that the movement of private vehicles should be strictly stopped. The police should deal with the people moving on roads on vehicles without any reasons strictly. “Our only priority is to keep people at their homes,” he added.
Public Representatives Have A Big Responsibility
Shri Gehlot said that the Collectors should ensure that the poor, the people earning livelihood by selling items along the roadside, rickshaw-pullers, labourers etc get the supplies of food and rations. For this, the Collectors should take help of voluntary organisations, philanthropists and others. “At this hour of crisis the Public Representatives have a big responsibility. They should come forward help the people by working beyond the party politics. It is duty of all of us to help the poor and the needy. The government will ensure that nobody sleeps hungry,” he said.
No Time Limit For Opening Shops Related To Essential Services
The Chief Minister said there was no prohibition on opening of shops selling essential commodities and no time limit had been fixed for these. Supply chain would remain smooth with opening of shops and there would be no crowd while buying items of daily use, which is the main objective of the lockdown. Shri Gehlot said the consumer stores should use mobile van for home delivery of necessary items so that the people do not have to go to market frequently.
Be Strict, As Well As Be Sensitive
The CM said that the responsibility of effective implementation of lockdown was on the police officers, but as this had not been done due to law & order situation, the police had to make people abide by with strictness and also keeping the human perspective. Vehicles fitted with mikes should be used in cities along with big town to persuade and aware people.
Medical and Health Minister Dr. Raghu Sharma said that strict watch was being kept on the people coming from other places, so that community spreading of corona infection could be stopped. He said that for this help and support of the sarpanches, patwaris, councilors etc. along with the locals should be taken for this.
Chief Secretary Shri DB Gupta said that the Collectors could take decisions according to the local situation which arises due to lockdown. The people and the vehicles associated with the essential services should not be stopped. Additional Chief Secretary Home Shri Rajeeva Swarup said that a Mobile App was being developed to facilitate the people taking permits for important works. He said that the people showing permit on mobile would not be stopped.
Additional Chief Secretary Finance Shri Niranjan Arya said that the budget had been issued for the social security pensions. He also gave detailed directions in regard to give compensation of Rs. 1,000 to the poor and the needy people, so that no one faced economic problem.
Additional Chief Secretary Medical & Health Shri Rohit Kumar Singh said that any rumours over infection should be denied immediately. He asked that the Collectors to boost morale of the doctors and the nursing staff working round-the-clock and resolve the resolve problems faced by them.
Director General of Police Shri Bhupendra Singh told the SPs to take care that the citizens would not face any problem while implementing the lockdown. He said it was really praiseworthy that the police personnel discharge their duties and help the poor and the needy in getting food or other essential items.
