WARNING : Applications received incomplete in any respect are liable to be summarily rejected. No correspondence on that score will be entertained.
1. Applications in the prescribed Short Form are invited from candidates for admission to the Orissa Civil Services Preliminary Examination, 2006 for recruitment to the Posts and Services coming under the Orissa Civil Services (Category-I & Category-II) as mentioned below. The Examination will be conducted in accordance with the provisions of the Orissa Civil Services (Combined Competitive Recruitment Examination) Rules, 1991, as amended from time to time. The said Rules are available on the Website of the Commission.

(i) Out of the above vacancies, 2(two) vacancies each in the O.A.S. and in the O.F.S., 1(one) vacancy each in the post of Sub-Registrar and in the O.S.& C.S. are reserved for the Ex-Servicemen.
Similarly, 1 (one) vacancy each in the O.A.S. and the O.F.S. is reserved for Sportspersons.
3. AGE :
A candidate shall be under thirty-two years and over twenty-one years of age on the 1st August, 2006. However, those who were within the prescribed age limit as on the 1st August, 2001,1st August, 2002, 1st August, 2003, 1st August, 2004 and 1st August, 2005 shall also be eligible to appear at the Examination. Candidates must have been born not earlier than 2nd August, 1969 and not later than 1st August, 1985. Further, the upper age limit is relaxable by 3(three) years for candidates belonging to Socially & Educationally Backward Classes, by 5 (five) years for candidates who belong to the categories of S.Cs., S.Ts., Women and eligible Ex-Servicemen.
Provided that a person, who comes under more than one category mentioned above, shall be eligible for only one benefit of upper age relaxation, which shall be considered most beneficial for her.
4. EDUCATIONAL QUALIFICATION :
A candidate must hold a Bachelor’s Degree from any University incorporated by an Act of the Central or a State Legislature in India or an Educational Institution established by an Act of Parliament or deemed to be a University under Section-3 of the University Grants Commission Act, 1956 or a Foreign University approved by the Central Government.
5. NUMBER OF ATTEMPTS :
Maximum number of attempts permissible for different categories of candidates, who are otherwise eligible is as follows :-
General - 4 attempts
S.E.B.C. - 7 attempts
S.C./S.T. - No limit
6. HOW TO APPLY :
(a) Application Form: The candidates must apply in the Short Application Form devised by the Commission for this Examination. This Application Form alongwith a Brochure containing General Instructions for filling in the Form, an Acknowledgement Card and a special Envelope for sending the application to the Commission’s Office can be obtained from the Office of the Collectors of all the 30 Districts of the State, Office of the A.D.M., Rourkela and Sub-Collector’s Office at Berhampur/Bhubaneswar between 11.00 A.M. and 1.30 P.M. and 2.00 P.M. and 4.00 P.M. on any working day on production of Original Treasury Challan showing payment of Rs.30/-( Rupees thirty) only into Government Treasury under the Head of account –“0051-PSC-105 State PSC-Application Fee” or Indian Postal Order/Bank Draft/Pay Order in favour of Secretary, Orissa Public Service Commission payable at Cuttack.
The Form alongwith the aforesaid materials can also be obtained from the Commission’s Office on payment of cash of Rs.30/- (Rupees thirty) only at the counter between 11.00 A.M. and 1.30 P.M. and 2.00 P.M. and 4.00 P.M. on any working day. However, candidates, who are desirous of obtaining the Form through Registered Post, may remit Rs.55/- (Rupees fifty-five) only by Money Order to the Secretary, Orissa Public Service Commission, 19, Dr. P.K. Parija Road, Cuttack-753001. Full address of the candidate, Advertisement Number and name of the post/service must be specified in the Money Order Coupon in BLOCK CAPITAL LETTERS.
(b) Address and last date for receipt of applications:
All applications must reach the Special Secretary, Orissa Public Service Commission, 19, Dr. P.K. Parija Road, Cuttack-753001 either by Registered Post/Speed Post or by Courier or submitted directly/personally at the Counter of the Commission’s Office on or before 3rd October, 2006 by 5.00 P.M.
