Bhubaneswar: Odisha has made countable progress in implementation of Atal Mission for Rejuvenation and Urban
Transformation (AMRUT) scheme in 9 towns of the State. The State has come up to 2nd position in implementation of the projects as per National Level Rating Framework assessment up to 21st August 2018. This was known from State Level High Power Committee held under the Chairmanship of Chief Secretary Sri Aditya Prasad Padhi in secretariat conference hall today wherein Secretary Housing & Urban Development Sri G.
Mathivathnan outlined the issues for discussion and Mission Director Sri Prem Kumar Jha presented the updates
for discussion.
Taking review of the projects, Chief Secretary Sri Padhi directed the department to cover all households and entire population in AMRUT cities through pipe water supply as a 1st priority. Sri Padhi further directed to complete the projects well before time while safeguarding the quality of project and ensure delivery of services
to the people by the scheduled time.
The meeting decided to prioritize the projects in order of (i) drinking water, (ii) sewerage/ septage and ,(iii) parks & playgrounds.
Review showed that as of now a total number of 192 projects have been approved and taken up under AMRUT
scheme. This includes 130 nos of water supply projects, 14 nos of septage projects and 48 park projects. All these projects have been tendered out and tender awards have been issued against 187 projects. So far 42 projects have been completed. These projects involve investment of around Rs.1810 cr. It may be pertinent here to mention that the scheme is being financed by both the Central and State Government on 50:50 sharing. . These
projects are being implemented in the cities like Bhubaneswar, Cuttack, Puri, Brahmapur, Rourkela, Sambalpur,
Balasore, Bhadrak and Baripada.
Further, it is known from the review that Odisha has qualified for national incentive on achievement of reform
milestones consecutively for 3 year viz. 2015-16, 2016-17 and 2017-18. In these 3 years State has received
incentive award of Rs.41.66 cr. While congratulating the department for achieving the incentive, Chief Secretary
Sri Padhi directed to spend the amount in quicker and better implementation of the projects. As per AMRUT
guidelines a set of 11 reforms are to be implemented by the State as well as ULBs within a period of 4 years.
Odisha has been countable progress in implementation of these reform agenda. Assessment for the year 2017-18 show that the achievement in this matter has been 95% in Bhubaneswar, Cuttack, and Berhampur, 94.1% in Puri, 93.5% in Balasore, 92.9% in Baripada, 91.8% in Sambalpur and 91.1% Rourkela and 90.5% in Bhadrak.
Available data show State has achieved 2nd position by scoring 53.19 marks in National Rating Framework by 21st August. Andhra Pradesh has achieved 1st position by scoring 54.11 marks. Principal Secretary Water Resources Sri Pradeep Kumar Jena, Principal Secretary Revenue & Disaster Management Dr Chandra Sekhar Kumar, Secretary Housing & Urban Development Sri G. Mathivathnan, Secretary Works Sri Nalini Kanta Pradhan, Mission Director Sri Prem Kumar Jha along with senior officers
from concerned departments participated in the discussion.
