Odisha Govt to expedite setting up of Fly Ash Park near Angul over an area of 53 acres

Bhubaneswar: In a Stakeholders’ Meet convened under the chairmanship of Shri L.N. Gupta, Additional Chief Secretary, MSME Department in collaboration with State Pollution Control Board, Odisha today, it was decided to expedite setting up of the Fly Ash Park near Angul. The park is proposed to be set up over an area of 53 acres near Angul, the alienation of which in favour of IDCO is under progress. The Diagnostic Study Report (DSR) for the project has already been prepared by Entrepreneurship Development Institute of India (EDII), Bhubaneswar. It was decided to send the DSR to Ministry of MSME, Govt. of India by 31st July, 2017 for funding of development of Common Facility Centre (CFC) under MSE-CDP Scheme.
During the meet, Shri Debadutta Biswal, Member Secretary, State Pollution Control Board, Odisha informed that about 32 million tonnes of fly ash is generated annually from the thermal power plants set up in the state. Out of this, around 14 million tons of fly ash is generated from Angul-Dhenkanal region alone. Dr. D.K. Behera, Sr. Environmental Scientist, State Pollution Control Board, Odisha explained that this fly ash can be utilised for manufacturing bricks, blocks, tiles as well as for manufacturing of cement. He indicated that at present approximately 57% of the fly ash in the districts of Angul and Dhenkanal is being utilised.
Shri Gupta emphasised on the need of value addition in terms of manufacturing of value added products based on fly ash. He added that for this purpose, the setting up of the proposed fly ash park near Angul should be put on fast track and the park should become a reality during the current financial year. He advised that EDII, MSME DI, Govt. of India, D.I., Odisha, Collector & D.M., Angul and all other stakeholders should work as a team to realise this mission early.
Shri A.K. Samal, Collector, Angul informed that IDCO has already applied for alienation of 53.02 acres of land, the alienation of which will be completed shortly. Gupta requested the Collector, Angul to coordinate formation of SPV of the fly ash industries. GM, DIC, Angul informed that they have identified 58 fly ash brick manufacturing units in and around Angul, out of which 46 are registered with DIC, Angul.
They have all formed Fly Ash Brick Manufacturing Association which is under registration with ADM, Angul. Both IDCO and Collector, Angul were requested to expedite formation of SPV by 15.8.2017.
The cooperation of representatives of NALCO, NTPC and other stakeholders, who were present in the meeting was sought to expedite setting up of the proposed Fly Ash Park at Angul. The park will have a Common Facility Centre, a testing lab and other necessary infrastructure to support fly ash based brick manufacturers in the Park.
