Bhubaneswar: Odisha Govt appoints retired IAS officer R. Balakrishnan as the chief advisor (special initiatives) to look after special development councils, tribal museum among others. He will have the rank of chief secretary and will report to CM Naveen Patnaik directly. Mr Balakrishnan declined to take salary and he will work on honoary basis.
