Madhya Pradesh CM Chouhan Gives Directives for Continuation of Grand Revenue Campaign

Bhopal: A Grand Revenue Campaign is being conducted in the state for immediate redressal of the cases of the farmers, villagers and common men related to the Revenue Department . This grand-campaign has completed 100 days. Redressal of over 75 percent revenue cases has been ensured during these 100 days. The Chief Minister Shri Shivraj Singh Chouhan has congratulated the Chief Secretary Shri B.P. Singh, all the Officers-Employees of the Revenue Department, District Collectors and Commissioners for the success of the campaign. Shri Chouhan has given directives for continuation of this grand-campaign in the interest of the people.

Total 4.12 crore copies of Khasra and B-1 have been distributed to the farmers under the campaign. Efforts are being made to provide free copies of Khasra and B-1 to the remaining farmers till Madhya Pradesh Foundation Day on November 01, 2017. Residential pattas to over 2 lakh eligible landless persons have been distributed during the campaign. Activity to distribute pattas among the remaining landless persons till December 31, 2017 is underway. Over 3 lakh 5 thousand undisputed mutation and partition applications have been resolved till now under the grand revenue campaign.

Total 12 lakh 5 thousand 961 revenue cases were registered in the state in the fiscal year 2016-17 and 9 lakh 2 thousand 461 cases have been redressed. In this way, about 75 percent revenue cases have been redressed till now. A special campaign is being conducted for 100 percent redressal of more than 2 years old revenue cases under the grand-campaign and March 31, 2018 has been fixed as the dead line. Efforts are being made to distribute compensation amount to the farmers against the land acquired by the government for undisputed land acquisition cases till December 2017. Moreover, preparations are being made to implement ‘First Application -First Redressal’ arrangements by ATS machine to solve the demarcation cases speedily.

Chief Secretary Shri B.P. Singh along with the senior officers are conducting surprise inspections of revenue courts working in remote areas. Teams of Divisional Commissioners and Collectors are involved in inspections of revenue courts which has brought great pace in the redressal of the revenue cases. People are relieved and the revenue administration has been tightened which is displaying speed in the redressal of the cases.

It may be mentioned that the Chief Minister Shri Shivraj Singh Chouhan while reviewing the Revenue department in detail at Bhopal recently had clarified the redressal of revenue cases is the top priority of the state government. Therefore, revenue administration is being made citizen friendly. As per the intention of the Chief Minister Shri Chouhan, work is underway speedily to bring transparency in the arrangement of redressal of revenue cases, to enact simple rules, simplification of procedures, recruitment on vacant posts in revenue department, kotwars arrangement in revenue villages, better training facility for patwaris and other revenue staff, rationalization of posts in revenue department, renewal of nuzuls’ pattas, nuzul survey of settlements and to make new cadre of readers in revenue courts. Revenue inspection circles are being re-organised and legal consultancy cell is being formed at state level. Use of modern technology is being ensured for maintaining revenue records besides increasing resources in revenue courts.

Revenue Case Management System

Revenue Case Management System has been implemented for immediate redressal of revenue cases to make better working style of revenue courts and for management with transparency. Information can be obtained of any particular case on any date from the list available under the system. Beside this order of the copy can be downloaded in the cases which have been decided upon.

“Uttara App”

The District Collector will be able to view the status of pending, prevalent and cancelled applications of the district simultaneously through this app. Important instructions related to pending applications will now be able to be given to concerned officials. Officers in charge will also be able to obtain online information about the status of solved and pending applications category wise and take action accordingly.

Apart from the category wise application dash board, another dash-board has been given for the patwari in the “Uttara” app. All applications related to demarcation, batankan, namantaran, caste certificates etc. will be available in it. Action will be taken by the patwari on the applications within the time limit and will be uploaded online. By clicking on the reply button given in the inventory, the information of the action taken by the concerned officer on the application will be given.
